What it means
Accepting a proposal was attempted with a token that was not minted with `turns:accept`, with an expired credential, or by a token on a turn it did not open. The same type answers a token calling a human-only verb: revert, review, publish, verify.
What to do
Send the proposal URL to a human, or ask the workspace owner for a token minted with `turns:accept`. Only a person can mint one; no other scope implies it, and retrying with the same credential will not change the answer.
Why it works this way
Accept is a GRANT, not a principal kind (ADR 0005). `turns:accept` is never implied by another scope and never in a default grant, so no token gains it by accident; every accept made under it is attributed to the token, marked `agent_accepted` — which no trust floor above the lowest admits — and listed on the Agent activity page until a person reviews or reverts it. Revert stays human-only, so the credential being overruled can never hold the veto.
