What it means

This idempotency key was already used with DIFFERENT arguments. The first request stands; the second was refused rather than applied.

What to do

Use a fresh key for a genuinely new request. To retry the original, resend it byte-identically and you will get the first result back.

Why it works this way

A retried batch must return the same hunks, not a second copy of the same suggestion in the reviewer’s queue. Refusing a reused key with changed arguments is what makes that safe.
