What it means

A move_event proposal recorded what the event's time was when it was proposed, and the event no longer has that time. Somebody changed it in the meantime.

What to do

Re-read the event and propose the move again against its current time.

Why it works this way

This is the whole reason move_event carries a before-state. Without it, accepting an hour-old proposal would silently undo a change the human made themselves — the same failure before_hash prevents on a block edit. Not retryable as sent: this exact request will fail identically forever.
